The Special International Envoy to Syria, Geir Pedersen, expressed his happiness to meet the co-chairs of the Constitutional Committee, Ahmed al-Kuzbari, on behalf of the government delegation, and Hadi al-Bahra, on behalf of the opposition delegation, before the start of the mini-committee’s discussions, through his account on “Twitter”.
The sixth round of discussions in the Constitutional Committee, which began at the United Nations headquarters in Geneva in the presence of government, opposition and civil society delegations under the auspices of the United Nations, does not seem promising, according to a member of the mini-committee to discuss the constitution, about the civil society delegation, Mays Kreidi.
Quiet and detours!
Although the discussions that took place “calmly,” as Kredi described it in exclusive statements to “Hashtag,” and in a positive atmosphere in which it was clear that many of the assembled parties were convinced of the necessity of dialogue, the deviations made by some parties, according to her, on “the identity of the state.” unsatisfying.
On the first day of the meetings, the paper presented by the delegation backed by the Syrian government was discussed. This paper, as Kreidi transmitted its details to “hashtag”, includes the sovereignty of the Syrian Arab Republic, and includes a number of political points with which part of the civil society delegation “in harmony with” agrees with The government” and in full, as it “contains a specific and precise political language towards building consensus on a clear ground.”
Rejection of any form of employment, agreement on the name of the Syrian Arab Republic, rejection of occupations with the state’s right to manage and investment of its resources, rejection of separatist projects, in addition to defining the issue of dealing with the outside and making great options in this direction.
No compromise in politics
The position of a part of the civil society delegation supporting the government delegation expressed by Kreidi by saying, “We agree with it because we need a precise political language to ensure that the crisis does not happen again in Syria, and to restore regional interventions that clearly sought to destroy the Syrian state through external intervention, employment, support for terrorism and everything else.” It happened over the past ten years.”
This political paper, which Kreidi and those with Kreidi agree on, does not contain any framework for compromising on the crucial issues related to the unity of the people, the unity of the land, and the identity of the state.
And she adds, “I think that the content of the discussions that took place by the “Riyadh opposition” or by a second group of civil society, part of it considered as being closer to the “Riyadh delegation” had the same reservations as the “Riyadh delegation” in the sense that there is still an attempt To circumvent the main political issues and an attempt to circumvent the issue of whether or not to confront occupations in the constitution, on the pretext that it is a temporary act and the constitution is permanent, although “I believe that the constitution in an exceptional circumstance such as this circumstance should at least specify its political rules for linking to the state, working with it, and compatibility.”
The totality of the reservations raised, according to Credi’s view, remains, “It is true that they appear to be reservations, but they accept the general formulation. Nevertheless, during the discussions, they reached the point of a state and identity crisis. Therefore, I do not see that such a proposal can lead to positive understandings because such reservations In fact, it is only a form of attempting to completely empty the content of the paper submitted by the government delegation.”
A meeting without any wording!
A member of the small group in the Constitutional Committee on the list of civil society, Raghda Zeidan, said that “the principle of state sovereignty was discussed, and no single formulation was produced, and every day one of the principles will be presented and discussed, so that on Friday, the search for consensus reached.”
The importance of the first session in relation to the previous rounds is due to the acceptance by all parties to present constitutional principles in clear formulations by delegations, and to agree on a working methodology.
According to Zaidan, it is the first session in which a working methodology is agreed upon on how to arrange the proposals, as each delegation presents a constitutional principle, is discussed by delegations, and they see its compatibility with other delegations.
Zaidan added, that the rounds will continue until Friday, on the basis that there will be an agenda in place, to discuss constitutional principles and actually enter into the constitution.
Not all papers are approved!
The co-chair of the Constitutional Committee from the opposition delegation, Hadi Al-Bahra, said that the first session included drafting the constitution within the proposed constitutional formulations, and the open discussions ended and the basic process for which “the constitutional process was formed” began.
He added that he hopes that the rest of the sessions will take place in the same atmosphere and the approved mechanism to produce results as soon as possible.
According to Al-Bahra, the agenda was previously set, but the dispute was the search for mechanisms, while it was agreed on the mechanisms for implementing the methodology in detail, and there were no transitional or procedural obstacles to the achievement, and this methodology and mechanisms were actually applied in the first meetings and the start of the basic principles in the constitution.
The delegation of the Syrian government presented one of the principles it wanted to discuss, which is the principle of sovereignty. Al-Bahra said that sovereignty is one of the basic principles in the constitution, whether it is the sovereignty of the state, or the fact that the people are the sovereign in the Syrian state. The rest of the parties in the Constitutional Committee, whether by asking questions, or by some criticism, or by submitting some other proposed texts for this item.
